Energy poverty
The situation of a household that faces particular difficulty, in its home, in meeting its basic energy needs. The Royal Decree of 19 April 2024 sets three official indicators, computed on Statbel's SILC survey: measured poverty (an excessive share of income spent on energy), hidden poverty (abnormally low consumption, a sign of self-restriction) and perceived poverty (self-declared difficulty keeping the home warm).
