Local authority
The category of participants to which the Walloon decree reserves effective control of an energy community, alongside natural persons and SMEs. The list of eligible entities was annulled by the Council of State on 28 March 2025 — leaving only the municipality, the sole entity named by the electricity decree — then restored and widened by the decree of 5 February 2026, in force since 26 February 2026. The restored list covers municipalities, provinces, public social welfare centres, inter-municipal companies and every school, whatever its network.
